PAIR SET TO RETURN
Luton look set to welcome David Bell and Jaroslaw Fojut back to their starting line-up for Saturday's home encounter against Tranmere.
However, the Hatters will be without Marc Wilson, who has returned to Portsmouth following the end of his loan spell.
Blackwell, who looks set to lose Fojut and Anthony Grant in the New Year when their loan spells expire as well, admits he is very frustrated by the situation.
Blackwell said: "I understand we have got to be punished. But they talk about the football family only to kick us when we're down. The Football League have shown no compassion whatsoever.
"I would have to question whether they want clubs to survive. I would have to ask whether they are prepared to see clubs go to streamline the league."
Meanwhile, Blackwell has admitted that Nottingham Forest have made a bid for midfielder Dave Edwards, whilst bids have been made concerning other Luton players.
But Blackwell is determined not to let other clubs try to take advantage of the financial problems at Kenilworth Road.
He said: "Unfortunately when you are in this position you are vulnerable to cheeky bids. If you look at bankrupt stock, that's when you try to get a bargain. That's the law of the jungle.
"At the moment I don't run this football club. I can only try to affect what happens on the football pitch.
"It's about the running of the club at the moment. Football is secondary."
